OVERVIEW
This course provides an overview of the current landscape and legal framework of OSEC in the Philippines and globally, presenting statistics and trends on the crime’s prevalence, emerging risk factors, and perpetrator and victim profiles.
In relation to this, learners are introduced to IJM as a global organization that protects people in poverty from violence through its 29 program offices in 17 countries.
This section also discusses foundational legal concepts and definitions related to OSEC. It covers how OSEC is typically committed, who may be held liable for the crime, and the laws under which these offenses may be prosecuted.

ATTY. KATHLEEN JOY "KATH" PICCIO-LABAY
Head of the Prosecution Development, IJM Manila Office
Atty. Kath has been with IJM Philippines since 2013 and currently serves as the Head of Prosecution Development at the IJM Manila Office. Over the years, she has actively prosecuted OSEC cases and worked closely with public prosecutors, law enforcement agents, government social workers, and other non-governmental organization and shelter partners to secure justice for OSEC victim-survivors.
Atty. Kath is an advocate for women’s and children’s rights. She earned her law degree from the University of Santo Tomas, Faculty of Civil Law, and also obtained her bachelor’s degree in Journalism, graduating cum laude, from the same university.
